The City of Savannah’s Water Resources Department is offering vouchers for a free, water-saving toilet to qualified applicants. These vouchers can be redeemed at Sandpiper Supply located at 4101 Bull Street, Savannah Georgia. The Toilet Voucher Program is designed to replace old, water wasting toilets with City of Savannah and EPA approved models. The vouchers are for a point-of-purchase discount only, rebates will not be issued.

Toilets installed before 1993 use 3-7 gallons per flush; however, building codes required homes built after 2010 to install 1.28 gallons per flush toilets. Replacing the old toilets could help provide some water savings in a household budget.

Please read all the rules before submitting this application.

TO QUALIFY:

  1. Low-flow toilets must be installed in a single-family dwelling built before 1993.
  2. Applicant must have a current and up-to-date water account with the City of Savannah.
  3. Limit is two toilets per water customer/account.
  4. Applicant must replace a 3 gallon per flush or higher toilet with the water-saving toilet.
  5. Applicant agrees to dispose of old toilet(s) by bringing it to the Dean Forest Landfill. Applicant will not sell or dispose of the old toilet improperly.
  6. Applicant agrees to pay any costs associated with installing the new toilet.

APPLICATION INSTRUCTIONS:

  1. Applicant MUST complete an application and receive a voucher before purchasing an approved water-saving toilet. Rebates WILL NOT be issued.
  2. If water is included in your rent, have your landlord complete the application.
  3. One voucher will be issued for one toilet.
  4. If the application is approved, the applicant will receive a voucher package and will present the voucher to Sand Piper Supply for the free water-saving toilet.
  5. The voucher includes the entire cost of the approved voucher model 1.28 gallons per flush tank and bowl. The voucher may also be applied to other City of Savannah-approved water-saving toilets. The applicant is responsible for the difference in cost.

DURATION:

Applications will be processed on a first-come, first-serve basis only while funding is available or until the program is discontinued. The City of Savannah Water Resources Department reserves the right to modify, suspend, or terminate this program without prior notice.

    1. My participation in this program requires that I install the new water-saving toilet at the written address above and that I return the old toilet to the City of Savannah Dean Forest Landfill within 30 days.

    2. If I do not install the new toilet at the above address and return the old toilet within the 30 days, I may be charged an amount not more than $200.00 to pay for the toilet and program administrative costs.

    3. If I break or chip any of the ceramic parts of the new low-flow toilet, I may be charged $15.00 per bowl or tank to obtain replacements.

    4. I agree that it may be necessary for the City of Savannah to inspect the new water-saving toilet once it is installed.

    5. My billing history and water usage information may be obtained for a pre- and post- installation analysis on the project’s overall impact by the City or their consultant.

    1. The manufacturer of this water-saving toilet is responsible for all the parts and for its operation.

    2. The City of Savannah or any sponsor of this program cannot be held responsible for any problems that may occur with any of the distributed fixtures or their installation.
